I suppose it matters if they would find that an act of treason or not. Free Cities may be more likely to shrug about us, but I imagine Thorne would just throw their people in the dungeon again.
To make it work, we would have to negotiate with them and run this as a government. We can't leave her to do this alone, which means forming the government with her.
